What is TB117-2013 (TB117-2013 and 16 CFR 1640)?
The US flammability standard for upholstered seating: California's smolder test TB117-2013, adopted nationally by the CPSC as 16 CFR part 1640.
California Technical Bulletin 117-2013 tests whether upholstered furniture materials (cover fabric, barrier and filling) resist smoldering ignition from a cigarette. Since June 25, 2021, the CPSC has applied it nationally as 16 CFR part 1640, the federal flammability standard for upholstered furniture.
Covered upholstered seating must comply and, since June 25, 2022, carry a permanent label stating “Complies with U.S. CPSC requirements for upholstered furniture flammability”. Some items are outside the standard, such as mattresses and cushions intended only for outdoor use.
Commercial projects such as hotels and restaurants may face additional fire requirements from specifications, local fire codes or the authority having jurisdiction. Confirm the required tests before production, and get test reports for the actual cover and filling materials you are buying.
