What is TSCA Title VI?
The EPA's formaldehyde emission rules for composite wood such as plywood, MDF and particleboard, including finished goods like furniture and cabinets.
Title VI of the Toxic Substances Control Act sets formaldehyde emission limits for hardwood plywood, medium-density fiberboard (MDF) and particleboard sold or imported in the US. The EPA rule (40 CFR Part 770) requires panels to be certified by an EPA-recognized third-party certifier (TPC) and labeled. Finished goods containing these panels, such as furniture, cabinets and millwork, must be made with compliant panels and labeled as well.
Importers must also certify TSCA compliance when goods containing these products enter the US, and keep records showing where the panels came from and who certified them.
Many Chinese furniture factories buy from certified panel suppliers, but not all. Ask for the panel supplier's TPC certificate and check the label on finished goods during inspection.
