What is AD/CVD (Antidumping and countervailing duties)?

Extra US duties on specific products from specific countries, set to offset sales below fair value (AD) or unfair foreign government subsidies (CVD).

Antidumping (AD) duties apply when the Commerce Department finds a product is sold in the US below fair value and the US International Trade Commission finds this injures a US industry. Countervailing duties (CVD) offset subsidies from a foreign government. Each order covers a defined product from a defined country, and rates can differ by exporter.

Many orders cover Chinese goods that commercial buyers use, including wooden bedroom furniture, wooden cabinets and vanities, quartz surface products, hardwood plywood, mattresses and ceramic tile. Rates can be very high. The importer pays a cash deposit at entry, and the final amount, set later in an administrative review, can be higher.

Beato checks antidumping duties before every quote. If it is unclear whether a product is covered, a scope ruling from Commerce is the formal way to settle it.
